Local/Internal Candidates Headline Finalist List for
El Paso’s Police Chief Vacancy

City Manager, Joyce Wilson announced today the top five candidates that will advance to the next step in the recruitment for El Paso’s next Police Chief. All five candidates are local and have a combined 124 years of experience within the finalists. Wilson stated, “This process began in November 2007 with a national recruitment. Our Human Resources Department received 43 applications from throughout the United States. We need a strong leader to sustain and enhance the performance of our highly recognized police department. With a good cadre of highly qualified local candidates who know and understand the El Paso community and our law enforcement environment, there is no need to look outside our region for the next Chief of Police to oversee this department, which has 1,454 employees and a general fund budget of $104,934,305.”

The candidates are as follows:
Kenith Adcox Deputy Chief El Paso Police 20 years
Sylvia Aguilar Retired El Paso Police 25 years
Gregory Allen Interim Chief El Paso Police 30 years
Diana Kirk Asst. Chief El Paso Police 22 years
Claudio Morales Commander El Paso Sheriff’s 27 years

City Manager had earlier committed to community input as part of the selection process. In an effort to fulfill that commitment, the candidates will all participate in three interview sessions and one community forum that will take place on March 26-27. The three panels made up of community members that will conduct the interview sessions include the following:

Panel #1 - Human Rights Advocacy Group –include members of the NAACP, Volar, the Civil Rights Project, Border Network for Human Rights, Las Americas Immigrant Advocacy Center, El Paso Acorn and Texas Rio Grande Legal Aid

Panel #2 – Community Stakeholders Group – Police Foundation, Greater El Paso Chamber of Commerce, El Paso Hispanic Chamber of Commerce and Neighborhood Association members

Panel #3- City of El Paso Internal Group- Police Association representatives, El Paso Police Department representatives, City Representative/Chair of Health, Environment and Safety Legislative Review Committee, and City of El Paso Administration

A community forum, which is being sponsored by the El Paso Neighborhood Coalition, the El Paso Police Foundation and the Greater El Paso Chamber of Commerce, will allow the public to meet the candidates and ask questions of each.
