According to Veronica Cintron at the fundraising headquarters for Reyes, both Bill and Hillary Clinton are good friends with the Congressman and are willing to lend a hand when it comes to fund raising.
The event will be this Saturday, Oct. 25, at the El Paso Country Club. The fund-raiser is by invitation-only, with tickets starting at $250 and going up to $2,300.

Both parties require that their members in "safe districts" raise tremendous amounts of campaign money and turn it over to the presiding entities like the RNC and the DNC. Those folks then pump that money into contested races.
If you fail to earn money and hand it over you won't get prime spots on good committees and you just might not get help if you get opponent next time around.
It's like paying dues for the better of the "club."
