El Paso Texas- On Tuesday, February 24, 2009 - Sheriff’s Investigators arrested an ex-Detention Officer previously assigned to the Downtown Detention Facility. An investigation commenced in September 2008 when an inmate came forward stating a Detention Officer had allegedly assaulted him. The ex-Detention Officer is identified as Jesus Javier Garcia (36); a 12 year-veteran of the Sheriff’s Office. Garcia was booked by Sheriff’s Deputies on Official Oppression charges & has since posted bond. Garcia is no longer employed by the El Paso County Sheriff’s Office since being terminated by Sheriff Richard Wiles earlier this month February 2009.

EL PASO, TEXAS –A police officer was arrested. On Tuesday, February 24, 2009 the El Paso Police Department’s Special Investigations Group began investigating allegations of an Aggravated Sexual Assault against Officer Javier Alonzo. The investigators found probable cause and secured a warrant for Alonzo’s arrest on one count of Aggravated Sexual Assault. Efforts to locate and arrest Alonzo were initiated with negative results. Through their investigation, Detectives learned Alonzo had fled to Austin, Texas. Working with the U.S. Marshal’s Alonzo was located in Austin and arrested by the Austin Police Department without incident. Alonzo is currently in the Travis County Jail, but will be brought back to El Paso and booked into our jail later today. Chief Allen has directed the Internal Affairs Division to begin the termination process on Alonzo. No other information is being released at this time. ###

EL PASO, TEXAS – Detectives from the El Paso Police Department’s Crimes Against Persons Unit need assistance finding relatives of a deceased man. On December 29, 2008 officers from the El Paso Police Department responded to a “Death Unattended” call at the Rescue Mission of El Paso located at 1949 W. Piasano. As in any unattended death a detectives from the Crimes Against Persons Unit was assigned the case and learned that the death was due to natural causes. Currently investigators have been unsuccessful in finding any relatives or next of kin for Powell. Anyone that may have any information on relatives of 66-year old Dewey Glenn Powell is asked to contact Crimes Against Persons at (915)564-7010.

CBP officers working at El Paso area ports apprehend dozens of fugitives this week including Louisiana attempted murder suspect
EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers performing anti-terrorism inspections at El Paso area ports of entry apprehended 40 fugitives this week including a man wanted for attempted murder in Baton Rouge, Louisiana.
“The thorough inspection process employed at area ports of entry generates dozens of fugitive apprehensions every week,” said Ana Hinojosa, U.S. Customs and Border Protection Director of Field Operations in El Paso. “Anti-terrorism is our primary mission however removing wanted criminals from the general population is another way CBP is protecting our community.”
CBP officers working at the Presidio port of entry on Saturday nabbed 36-year-old Oscar Ernesto Castro a U.S. citizen with a Sorrento, Louisiana address. CBP officers performed a name query on Castro and received information that he was wanted by law enforcement authorities in Louisiana. CBP officers continued to research the information and determined that Castro was being sought in Baton Rouge on attempted murder charges. He was taken into custody without incident and turned over to the Presidio Police Department to await extradition to Louisiana.
Baton Rouge police officials say Castro was involved in a traffic altercation with another individual in the early morning hours of October 11, 2008. During the dispute, Castro allegedly stabbed the driver of the other vehicle multiple times before fleeing the scene. The victim survived the attack. Witnesses were able to obtain a license plate number and description of the vehicle which led to the warrant being issued.
In addition to the fugitive apprehensions, area CBP officers made a total of 21 drug busts during the previous seven days. CBP officers confiscated 7,178 pounds of marijuana in those seizures.
CBP officers working at area ports made a total of eight agriculture seizures during the previous seven day period. Violators paid $1,925 in fines associated with the seizures. Prohibited agricultural items seized this week included bologna, chorizo, guavas, avocados, mangos, oranges, and live plants. Failure to declare prohibited items can result in a $300 penalty for an initial offense and $1000 for a repeat violation. If properly declared, prohibited food items can generally be abandoned at the port of entry without consequence.
CBP officers recorded 115 immigration violations at area ports this week. CBP officers stopped 61 imposters because of thorough document exams. Imposters generally will use a legitimate entry document assigned to another person and present it as their own. Violators generally lose their documents, can be prosecuted and go to jail and/or are returned to Mexico.
CBP officers nabbed 31 intended immigrants. In these cases, individuals will use a legally issued border-crossing card (laser visa) to live or work in the U.S., which is not authorized. They also lose their documents and are generally returned to Mexico. Area CBP officers also identified 23 people who made false claims to U.S. citizenship, attempted to enter with counterfeit or altered documents, and those attempting to enter without inspection.
CBP officers working area ports of entry this week also recovered on stolen trailer, identified one export violation, and seized prohibited steroids. While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission results in impressive numbers of enforcement actions in all categories.

HORIZON CITY, TX- Late Thursday morning 02-26-09 11:20 AM, Strike Team Deputies attempted to located a Wanted Felon in the 300 block of Purple Hills in west El Paso, TX. Deputies had been trying to apprehend Wanted Felon SAMMY VILLAREAL (27) of the 300 block of Purple Hills since last week. He was wanted on outstanding criminal warrants on 2 counts of BURGLARY OF HABITATION. When Strike Team Deputies arrived to the Purple Hills address, they noticed the front door was ajar. Deputies knocked several times and in clear sight saw VILLAREAL walk by the front door and run towards the rear of the residence. Strike Team Deputies knowing they had their man in sight- made entry and conducted a protective sweep of the home. Deputies found a second male subject inside the residence (suspects brother). Strike Team Deputies proceeded to the backyard & found VILLAREAL on the side of the house as he was getting ready to jump the fence and evade. VILLAREAL was taken into custody.
Strike Team Deputies noticed VILLAREAL’s brother was acting nervous. The brother was identified as ROY VILLAREAL (30). The brother turned out to have outstanding criminal warrants for a PAROLE VIOLATION out of the Austin Parole Board & a criminal warrant for THEFT OF PROPERTY 0/$20 u/$500. Both VILLAREAL brothers were booked and remain at the El Paso County Detention Facility under NO BOND.

EL PASO, TEXAS – A man is killed early this morning as a result of a crash in east El Paso. Just after two this morning, 28-year old Arturo Hernandez was driving a 2005 Suzuki sports motorcycle at a high rate of speed eastbound on the 11400 block of Montana. At that same time 36-year old James Franklin was driving a 2004 Jeep Wrangler. Franklin was traveling eastbound as well. Hernandez, who was traveling at a high rate of speed crashed into the rear of the Wrangler. The force of the impact caused the Jeep to veer off to the dirt shoulder and overturn on to its side. Hernandez died at the scene. Franklin and Navejar were not injured in the crash. During the initial investigation Franklin was detained for suspicion of Driving While Intoxicated and later released. Franklin is not facing any charges related to the collision. Investigators believe speed on the part of Hernandez to be the main factor in the crash. Investigators will have to await toxicology reports to determine if any alcohol was involved on the part of Hernandez. Hernandez was wearing a helmet. This is the seventh traffic related death of the year as compared to six during the same time last year, and the second motorcycle death compared to one last year.

Police seek information about unsolved murders 2.27.09
Crime Stoppers of El Paso is assisting the El Paso Police Department in bringing about a resolution to the city’s two most recent unsolved murders, making this the “Crime of the Week.”
On Friday, July 20th, 2007, 71 year old retired teacher Joyce Villalobos was found murdered in her home at 3804 Cambridge in central El Paso. Investigators found evidence of a struggle inside the home, and Police believe Mrs. Villalobos was killed sometime during the afternoon or early evening of July 20th. So far, no suspect has been identified.
The other unsolved murder occurred on Monday, June 9th of 2008, about 8:30 P.M. After refusing demands for money, three victims were assaulted in an aggravated robbery at 7100 Stiles. At the time, 43-year-old Javier Vallejo suffered head injuries but refused medical treatment. Tragically, he died from his injuries three days later. The suspect who brandished a handgun in the robbery is described as a Hispanic male with a medium build, wearing a ski mask, who spoke English and Spanish. His accomplice was a Hispanic male, medium build, with very short hair. They were last seen fleeing in a dark-colored, full-sized SUV, possibly a Ford Expedition, with tinted windows and a beige or tan colored stripe across the middle. The SUV was driven by a third, unknown suspect. Investigators believe that someone witnessed all or part of this incident, and ask that those persons call Crime Stoppers to provide valuable information to help solve this case.

Sheriff’s Detectives are continuing their investigation on this AGGRAVATED ASSAULT W/ DEADLY WEAPON case which is remains unsolved. It is unknown who fired the shots or from which direction the shots came from.

MONTANA VISTA- Early Wednesday morning 02-25-09 at about 1:30 AM, a Deputy Sergeant was patrolling the area of the 14300 block of Montana when he observed a Silver Acura disregard a stop sign at a high rate of speed at the intersection of Las Casitas approaching Montana. The Sergeant attempted to pull over the vehicle but the driver refused to stop. The driver continued at a high rate of speed attempting to elude the Sergeant driving through several streets reaching speeds of approximately 85 MPH. The driver failed to negotiate the stop sign at Krag and Greg where he drove into the desert area about 200 feet until the vehicle got stuck in the soft sand. The driver exited his vehicle and ran off into the desert in a desperate attempt to get away. The Sergeant gave chase & eventually caught up to the driver where he continued to put up a struggle. The Sergeant was finally able to subdue the suspect & take him into custody. The Sergeant immediately detected a strong odor of an unknown alcoholic beverage emitting from the suspect’s breath & person. The driver was placed under arrest for EVADING DETENTION IN A MOTOR VEHICLE & RESISTING ARREST (DRIVING WHILE INTOXICATED (MINOR) - CHARGES AE PENDING). The suspect was identified as HECTOR HERNANDEZ (20) of the 800 block of Agua Mineral El Paso County, TX. HERNANDEZ remains incarcerated at the El Paso County Detention Facility.

WESTWAY, TX- Early Tuesday morning 02-24-09 at about 7:00 AM, Sheriff’s Deputies were attempting to locate a WANTED FELON at a residence in the 1300 block of Malmo Westway, TX. Deputies were looking for wanted subject RODOLFO CUELLAR (18) who was wanted on 2 counts of Aggravated Assault w/ a Deadly Weapon.
Deputies met with the suspects father, mother & girlfriend at the residence and explained the reason they were there. All claimed not to have seen the wanted subject in some time and told Deputies he was not present at the residence. Consent to search the residence was sought and obtained. Deputies began to search the residence and while doing so heard noises coming from a bedroom. Deputies located the wanted subject hiding in a bedroom closet where he was arrested without incident.
Wanted subject RODOLFO CUELLAR (18) was taken into custody. The family members who tried to hide the suspect were also subsequently arrested for Hindering Apprehension or Prosecution. All are from the 1300 block of Malmo Westway, TX.

Thursday night 01-15-09 at about 7:15 PM, Sheriff Deputies were dispatched to the 900 block Antelope, Westway, TX 79835 in reference to a shooting. Deputies arrived and immediately made contact with the Reporters / Victims.
After a brief investigation, it was learned the Victims had been involved in a verbal argument with other individuals (suspects) at an undisclosed location. Shortly after the initial argument, the suspects drove to the Victims’ home where they allegedly shot several rounds towards the victims who were standing outside the house.
No one was hurt or struck by any bullets, however, several neighbors / witnesses confirmed hearing gunshots. Deputies immediately canvassed the area searching for the suspects involved.

Background: EL PASO, TEXAS- Late Monday night 02-23-09 at approximately 11:05 PM, Sheriff Deputies were dispatched to R.E. Thomason Hospital in reference to a female victim suffering from a gunshot wound which occurred in El Paso County, TX. Deputies arrived a short time later and met the 18 year-old Victim who had a gunshot wound to her leg. The victim told Deputies earlier that night (about 9:00 PM) she and her two friends were in the desert area behind the Socorro Student Activity Center (SAC). The Victim stated she and her friends could hear quads and gun fire in the distance but did not think anything about it. The Victim stated one of the times they heard gun fire & she suddenly felt a burning sensation on her left thigh and then a sharp pain in her right ankle. The Victim did not know what happened until her friends pointed out & told her she was bleeding. The Victim’s friends placed her in a vehicle and transported her to Thomason Hospital.
According to Medical staff, it appears that the bullet entered the Victim`s left outer thigh, exited through the inner thigh and embedded it self in the inner part of her ankle. Emergency Staff stated they would not be taking the bullet out due it causing more damage to the Victim`s ankle.

Captured Fugitive: Hector Javier Garcia (17) 2.25.09
CHARGE: BURGLARY OF VEHICLE - $10,000 BOND
BACKGROUND: Wednesday night 02-11-09, Sheriff Deputies were dispatched to a residence in Fabens, TX in reference to a Burglary of a Vehicle that had just occurred.
The items taken in the Burglary included speakers, amplifier, CD player, cell phone & other misc. items totaling $2,500. CID Crimes Against Property Detectives were assigned to the case.
Friday morning 02-20-09, Detectives worked up arrest warrants on the individuals involved in the Burglary. Detectives placed added charges on FERNANDO PARRA (17) who was already incarcerated for Unlawful Carrying of a Firearm & Face Report to a Peace Officer. Detectives also arrested 17 year-old EDDIE LUCERO of the 600 block of Main Fabens, TX. Both were charged with BURGLARY OF VEHICLE -$10,000 Bond.
GARCIA was the 3rd individual involved in the Burglary. Prior to the arrests of PARRA & LUCERO, GARCIA bonded out of jail earlier last week & quickly learned authorities were investigating the burglary. GARCIA knew he was wanted & was on the run from Law Enforcement.

CBP officers bag another drug smuggler; marijuana found in purses 2.24.09
EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers seized 23.5 pounds of marijuana late Monday at the Paso Del Norte crossing in downtown El Paso. The drugs were hidden in three purses.
“Smugglers will employ a variety of unusual techniques in an effort to conceal their contraband,” said William Molaski, CBP El Paso Port Director. “CBP officers have found drugs hidden inside cans of food, hollowed out boards, strapped to bodies and dozens of other unusual locations. Smugglers are only limited by their imagination.”
The Monday night seizure was made shortly before 9 p.m. when a 1994 Jeep Grand Cherokee entered the port from Mexico. CBP officers were performing a secondary examination of the vehicle when a CBP officer discovered numerous tape-wrapped bundles concealed in a purse. The officer continued the exam and located two other purses that were also filled with bundles of marijuana. CBP officers removed a total of 21 marijuana-filled bundles from the three purses.
U.S. Immigration and Customs Enforcement (ICE) special agents arrested 34-year-old El Paso resident Erika Flores in connection with the failed smuggling attempt. Flores is currently being detained without bond at the El Paso County Detention Facility.

Gang Unit Investigates Eastside Shooting 2.23.09

EL PASO, TEXAS – Officers from Pebble Hills Regional Command and investigators with the Drive-By Shooting Response Team (DSRT) were called out to the 9500 block of Falkirk on a shooting. The investigation has revealed that multiple gun shots were fired at the home and at a parked vehicle. There were no injuries reported and the investigation is on-going. This is the first drive by shooting reported in the City of El Paso for 2009. D.S.R.T. investigated a total of 10 drive by shootings in 2008.

Another cargo drug bust by CBP officers working at the El Paso Port of Entry yields 3,736 pounds of marijuana 2.23.09
EL PASO, Texas - U.S. Customs and Border Protection (CBP) officers working at the Bridge of the Americas (BOTA) commercial cargo facility in El Paso seized 9,551 pounds of marijuana in three busts last week. The most recent seizure occurred Friday when CBP officers seized 3,736 pounds of marijuana. Earlier in the week, CBP officers working at the BOTA cargo lot seized 5,815 pounds of marijuana including 1,013 pounds Thursday and 4,802 pounds last Monday.
“This level of seizure activity at the commercial cargo facility is rare and noteworthy,” said William Molaski, CBP El Paso Port Director. “The seizure activity illustrates the need for continued vigilance at all area border crossings. The officers are working hard and their level of success speaks for itself.”
The Friday seizure was made at approximately 2:35 p.m. when a 1990 International tractor-trailer hauling a load of plastic pallets entered the BOTA cargo facility from Mexico. CBP officers selected the vehicle for a gamma-ray exam and identified several anomalies in the appearance of the shipment. The vehicle was moved to the inspection dock where a CBP drug sniffing dog searched the shipment and alerted to the cargo. CBP officers inspected the pallets and found numerous wrapped bundles concealed in the shipment. CBP officers removed a total of 2,674 marijuana-filled bundles from the shipment. The seized marijuana weighed 3,736 pounds. No arrests were made and the investigation is continuing.

MONTANA VISTA- Late Sunday afternoon 2-22-09 at about 4:40 PM, Sheriff Deputies went to a residence in the 13900 block of Montana in El Paso County, Texas looking for a subject wanted on Assault Causing Bodily Injury / Family Violence charges. As Deputies made contact with the subject, he became aggressive and uncooperative with authorities. As Deputies proceeded to handcuff the subject, he became violent pushing away from the Deputies. The subject proceeded to assault the Deputies as they were trying to restrain him. After a long struggle, the subject while continuing to resist was finally restrained & taken into custody. A Sheriff’s Deputy sustained a laceration to his head. The Deputy was treated & released at the scene. The suspect was identified as LUIS ANGEL GONZALEZ (24) of the 3700 block of John Henry El Paso County, TX. GONZALEZ was arrested & charged with ASSAULT ON A PUBLIC SERVANT & RESISTING ARREST. GONZALEZ was booked & remains at the El Paso County Detention Facility.

During the time all 4 subjects were being detained & eventually arrested Wednesday night 02-11-09, Sheriff Deputies were dispatched to a residence in Fabens, TX in reference to a Burglary of a Vehicle that had just occurred. Further investigation by Deputies determined 2 of the subjects in custody at the service station might be linked to the Burglary.
The items taken in the Burglary included speakers, amplifier, CD player, cell phone & other misc. items totaling $2,500. CID Crimes Against Property Detectives were assigned to the case.
Friday morning 02-20-09, Detectives worked up arrest warrants on the individuals involved in the Burglary. Detectives placed added charges on FERNANDO PARRA (17) who was already incarcerated for Unlawful Carrying of a Firearm & Face Report to a Peace Officer. Detectives also arrested 17 year-old EDDIE LUCERO of the 600 block of Main Fabens, TX. Both were charged with BURGLARY OF VEHICLE -$10,000 Bond.

Prior to the arrests of PARRA & LUCERO, GARCIA bonded out of jail earlier last week & quickly found out authorities were investigating the burglary. GARCIA knows he is wanted & is now on the run from Law Enforcement. Information received indicates GARCIA may be in the West Texas / Southern New Mexico area.
GARCIA has numerous contacts & relatives in the Fabens / El Paso, TX area.

Shots fired call leads to soldiers arrest 2.21.09

Arrested: Brian Banks, 28 years of age, 8500 block of Viscount, El Paso, TX
EL PASO, TEXAS – Officers of Northeast Patrol arrest one man after hearing a shot being fired early Saturday morning. Officers of the Northeast Regional Command and Investigators with the Target & Response Unit (TRU) were investigation an early morning fight at the Chit Chat Lounge in the 4800 block of Dyer when a shot rang out. Officers and Investigators proceeded to the alley at Truman and Dyer and observed Brian Banks operating a green Ford Explorer attempting to flee the area. Officers attempted to stop Banks and the vehicle, but he continued south on Pollard entering US54 and then headed east on I-10. Banks exited Airway Blvd. and was in a one vehicle collision with a cement support beam. Banks then exited the vehicle and fled on foot running from Gateway East to Gateway West where units form Pebble Hills took Banks into Custody without further incident. Banks has been charged with Discharging Firearm within municipality, Evading arrest in a motor vehicle, Evading Arrest and Unlawful Carrying of a Weapon. Officers did recover a handgun in the vehicle. Banks was booked into the El Paso County Jail on a $10,800.00 bond.
