Cuthbertson announced that this morning, federal and state authorities arrested six individuals charged
in a federal grand jury indictment with conspiracy to possess with intent to distribute more than five
kilograms of cocaine.
Those arrested in El Paso this morning include: 23-year-old Elizabeth Vaquera (aka “Liz,” “Chicken
Head”), 31-year-old Javier Soto (aka “Buddha”), 29-year-old Miguel Hernandez Reyna (aka “Smurf”),
29-year-old Raul Castro (aka “Listo”), 29-year-old Alberto Provencio (aka “Menace”), 20-year-old Lee
Villegas-Marquez (aka “Lee”).
Eight co-defendants, already in custody prior to today’s arrest, include the alleged leader of the drug
trafficking organization, 34-year-old Gualberto Marquez (aka “Bird), as well as: 29-year-old Raul Cabral Godoy (aka “Puppet”), 40-year-old Jose Armando Montes (aka “Chuco”), 32-year-old Gerardo Reyna (aka “Shorty,” “Gerardo Aguilar”), 31-year-old Paul Alvino Reyna (aka “Gordo”); 43-year-old Jaime Velasco-Perez, 42-year-old Jamie Andrade Castrejon (aka “Tocayo Jaime,” “El Chonte”), and, 68-year-old Gilberto Sanchez-Porras (aka “El Tio”).
Authorities are looking for two remaining defendants: 22-year-old Michael Torres (aka “Hex”) and 22-year-old Felipe Jesus Davila (aka “Flip”).
A federal grand jury indictment, returned on Wednesday and unsealed this afternoon, charges all of the named defendants with conspiracy to possess with intent to distribute more than five kilograms of
cocaine. Velasco-Perez, Castrejon and Sanchez-Porras are also charged with one count of conspiracy to possess with intent to distribute more than 500 grams of cocaine. Finally, Velasco-Perez also faces one count of importation of more than 500 grams of cocaine. Authorities allege the defendants are responsible for distributing in excess of fifty kilograms of cocaine throughout the El Paso area since June 2007. Upon conviction, each defendant faces between ten years and life in federal prison and a maximum $4 million fine.
This case was investigated by agents from the Drug Enforcement Administration and Federal Bureau of
Investigation together with investigators from the El Paso Police Department, El Paso County Sheriff’s
Department, U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, Internal
Revenue Service-Criminal Investigation and the Bureau of Alcohol, Tobacco, Firearms and Explosives.
Assistant United States Attorneys Kristal Wade and Russell Leachman are prosecuting this case on behalf
of the government.
Initial Appearances for those arrested today will occur Monday afternoon before U.S. Magistrate Judge
Michael McDonald.
An indictment is a formal accusation of criminal conduct, not evidence of guilt. The defendants are
presumed innocent unless and until convicted through due process of law.

ANTHNOY, TX– Late Friday morning, 05-15-09 at 11:00 AM, the Anthony Police Dept. along with Sheriff’s Deputies were called to WET n’ WILD WATERWORLD located at 8804 S. Desert Anthony, TX in reference to an unresponsive teen.
Authorities along with First responders from the West Valley Fire Dept arrived to find Life Guards administering CPR on a young teen who was found unresponsive in a swimming pool located in the western part of the park. Rescue crews continued CPR on the young teen while in route to Providence Memorial Hospital. The teen was pronounced dead at the hospital.
There were several school districts in the water park attending an end of year field trip. Some schools attending the water park on this date were from: Gadsen ISD, Socorro ISD, & El Paso ISD.
Sheriff’s Office CID Detectives were summoned to the scene. The Sheriff’s Office is handling the investigation due to the resources, delicacy of the incident & the understanding the Sheriff’s Office has with all smaller Police Departments.
The incident remains in its early stages of the investigation. Detectives are talking to Park Officials to include life Guards, witnesses and other people in attendance. At the onset of this incident, immediate roll call of all students was issued. All students were accounted for.
There have been numerous people who were not near the location of occurrence stating the victim was “coming down a waterfall & hit his head”- At this time we cannot confirm this actually happened. We urge all media to refrain from going with this as we cannot confirm this right now.
Sheriff’s Officials are currently at Providence Memorial Hospital are meeting with the Victims parents.

Public urged verify service men identity

EL PASO, TEXAS – Investigator’s of the El Paso Police Department’s Central Regional Command are asking for citizens to be more vigilant in verifying the identity of service men coming to their home. Investigators have had a case where a man presented himself as a service man for an El Paso Company. The man gained access into the home on this pretense and then took items from the home.
If a resident has not called for service they are encouraged to verify the service persons name, company name, phone number, supervisors name & number, and purpose of visit. If the resident is not satisfied with the information then can make a verification phone call to the company.

Increase in theft of chrysler vehicles occurs in the 1st part of may 2009

EL PASO, TEXAS – A rise in the number of Chrysler model vehicles being stolen.
The El Paso Police Department has seen three Chrysler 300 Model vehicles
(2005 – 2007) and one Chrysler Sebring (2005) taken during the first 10 days of
May 2009.
Prior to this run of thefts on Chrysler products there had only been two reported
Thefts of Chrysler vehicles. The two previously reported thefts were a PT Cruiser in January and a Sebring in March of 09.
Auto Theft investigators and Regional Command Detectives continue to investigate

Texas Attorney General Abbott Takes Enforcement Action Against Auto Warranty Telemarketing Companies
AUSTIN – Texas Attorney General Greg Abbott today charged three telemarketing firms with participating in an unlawful scheme to sell vehicle service contracts, which were falsely marketed as extended warranties. The state’s lawsuit cites multiple violations of the Texas Deceptive Trade Practices Act (DPTA), the Texas Telemarketing Disclosure and Privacy Act, the Telephone Consumer Protection Act, and the Federal Trade Commission’s Telemarketing Sales Rule (TSR).
Two California-based telemarketing firms, SCM Media Inc. and On Point Media Inc., along with a third company, Pacific Guard Warranty LLC of Nevada, are named as defendants in the state’s lawsuit. Defendants SCM and On Point are so-called lead generators, which are hired to make solicitation calls on behalf of their clients. State investigators indicate that SCM was hired by Pacific Guard Warranty LLC, as part of a campaign to sell extended vehicle warranties nationwide.

Attorney General's lawsuit against Auto Warranty Telemarketing Companies
“These defendants are charged with operating a nationwide telephone solicitation scheme that violated multiple state and federal telemarketing laws,” Attorney General Abbott said. “Texas law provides important protections that prevent telemarketers from misleading call recipients about the services they are selling. Today’s enforcement action shows that the state of Texas will aggressively crack down on telemarketers that violate the law.”
According to state investigators, the defendant telemarketing companies used “spoof numbers” to falsify their identities. As a result, recipients’ Caller ID devices displayed false numbers when they received calls from the defendants.
The defendants are also charged with misleading call recipients about the status of their vehicle warranties. Recorded calls distributed by the defendants not only claimed that recipients’ warranties were “about to expire”—but also that the recipients were receiving their “final call” before their car warranties expire. The state’s lawsuit – filed in federal court – alleges that these companies harassed countless Texas consumers through a consistent campaign of deceptive and abusive telemarketing calls to consumers’ homes and cellular telephones.
Further, call recipients who spoke with the defendants’ sales personnel were not offered extended vehicle warranties on their vehicles. Instead, they were pitched extended vehicle service contracts—not warranties.
The state’s enforcement action also indicates that the defendants failed to adequately inform call recipients about the limitations of the extended service contracts they were selling. Specifically, the defendants did not disclose contractual provisions requiring that customers maintain evidence of proper vehicle maintenance and obtain pre-approval of repair facilities. The defendants also failed to reveal that the service contracts limit the amount of coverage provided for any specific repair.
The state is seeking a temporary injunction against the companies to prevent them from:
• Using spoof numbers;
• Using an automated telephone dialing system to call cellular telephones;
• Calling phone numbers listed on the Texas No-Call List; and,
• Calling Texans using pre-recorded messages without Texans’ prior consent.
The state’s enforcement action seeks:
• $500 per violation of the TSR - including $1,500 per knowing violation of the TSR;
• $1,000 per violation of the Texas No Call Act - including $3,000 per knowing violation of the act;
• $20,000 per violation of the DTPA; and,
• Attorneys’ fees.

Ninth El Paso Bank Robbed
The Bank of America, 7575 North Mesa, El Paso, Texas, was robbed about 12:30 this afternoon. A lone male entered the bank, approached the teller window and said he had a gun. He then left the bank with an undisclosed amount of money. No weapon was displayed.

Woman Barricades Herself In Central El Paso Home

EL PASO, TEXAS – A suicidal woman barricades herself in a Central El Paso home. Just after 10:30p.m., Central Patrol Officers responded to a "Suicide In Progress" call at the 1900 block of St. Johns. The officers arrived at the scene and attempted to make contact with her. The woman barricaded herself in the home and officers learned that the woman had been involved in an incident involving a handgun in the last week. The Department's Crisis Management Team (C.M.T.) was called out to assist. Negotiators from C.M.T. continued attempts of making contact with the woman. At approximately 1:15a.m., the woman came out of the home and was taken into custody without further incident. No gun was involved in this incident but a knife was found. The woman was taken into custody under an emergency detention order for her safety and taken by fire-medical crews to be evaluated. No criminal charges are involved in this case and due to the case involving an emergency detention order, her identity is protected by law(Health and Safety Code 611.002).

BEST team arrests illegal alien wanted for a Las Vegas murder in 2005 Fugitive caught during an outbound operation while trying to flee back to Mexico LAS CRUCES, N.M. — Authorities in Las Vegas have begun the process of extraditing a Mexican man wanted for murder, who was arrested May 6, by members of the local Border Enforcement Security Task Force (BEST) as he
attempted to flee back to Mexico.
BEST members assigned to the U.S. Immigration and Customs Enforcement (ICE) Las Cruces office were conducting a southbound operation at 6:15 a.m. at the Santa Teresa, N.M., port of entry when they encountered a silver 2006 Hummer H2 headed toward Mexico. After stopping the Hummer, the officers referred the vehicle and its three occupants for secondary inspection.
During the inspection, BEST members determined that one of the occupants was illegally in the United States. The other two are U.S. permanent residents. The illegal alien used the alias, Raudel Perez-Neriz, but was later positively identified as Martin Mariscal-Perez of Mexico. ICE agents discovered that Mariscal-Perez, 28, is wanted by the Las Vegas Metro Police Department for
allegedly killing Raymundo Torres in May 2005, by shooting him in the face. Authorities believe
Mariscal-Perez then fled to Mexico.
Mariscal-Perez, who is charged with murder with a deadly weapon, is being detained without bond at the Doña Ana County Detention Center in Las Cruces while Nevada authorities arrange to extradite him. ICE seized the Hummer because it was knowingly used to transport an illegal alien. BEST is a U.S. Department of Homeland Security (DHS), ICE-led national initiative created along the U.S.-Mexico border to respond to a dramatic surge in cross-border crime and violence in recent years. The BEST task force in Las Cruces is one of 15 such teams nationwide.

CBP officers make candy-bis seizure at El Paso Port of Entry
El Paso, TEXAS -- U.S. Customs and Border Protection (CBP) officers working at the Ysleta border crossing seized 140 grams of marijuana Tuesday morning. The seized drugs were concealed inside bags of Mexican candy.
CBP officers made the seizure just before 8 a.m. after a Mexican taxi arrived at the Ysleta border crossing from Juarez, Mexico. CBP officers selected the passengers in the taxi for a secondary baggage examination. During their search, CBP officers discovered several small bags of marijuana concealed inside bags of candy. The bags were open revealing 140 grams of marijuana.
The 17 year-old U.S. resident from Commerce, Colorado was booked into the El Paso County Jail for possession of marijuana and prohibited weapon (brass knuckles).
While anti-terrorism is the primary mission of U.S. Customs and Border Protection, the inspection process at the ports of entry associated with this mission generates substantial numbers of enforcement actions in all categories.

Man arrested after pointing shotgun at teen

VINTON, TX– Over the weekend, late Friday night 05-08-09, Sheriff’s Deputies were dispatched to a residence in Vinton, TX in reference to information of an AGGRAVATED ASSAULT that had just occurred. Deputies arrived and met with the 18 year-old Victim who told authorities he was driving his vehicle southbound on A.P. Ramirez when he noticed a vehicle directly in front of him traveling northbound in the same lane of travel. The Victim pulled his vehicle aside top avoid an accident when the other vehicle drove up along side his at about the 8100 block of A.P. Ramirez. At that instance, the driver pointed a double barrel shotgun at the Victim and then sped off.
Further investigation by on scene Deputies determined the Suspect lived in the area & they were able to get a positive identification on the suspect. At about 11:20 PM, a search for the Suspect was conducted at his residence in the 200 block of Jesse Trigg Vinton, TX. Deputies found the Suspect in the residence and took him into custody without incident.
The Suspect was identified as JOSE LUIS SALGADO (19) of the 200 block of Jesse Trigg Vinton, TX. SALGADO was booked at the El Paso County Detention Facility.

Woman & child abduced taken to juarez – escape / suspect arrested by deputies

EL PASO COUNTY, TX – Over the weekend, Sheriff’s Deputies had a walk-in at the Vinton station in regarding a kidnapping. Deputies made contact with the reporter / Victim who told authorities that on Wednesday, May 6, 2009 9:00 PM- she and her two year-old son were abducted by her husband with whom she is currently separated with. According to the Victim, she was at a local restaurant eating dinner & when she was leaving, she noticed her husband taking several photos of them. It was learned the husband also has an active PROTECTIVE ORDER against him for a previous ASSAULT on the Victim requiring him to stay away from the Victim’s residence, place of employment or have any contact with her.
The Victim told authorities she began traveling on I-10 east and noticed her husband was following her but lost sight of his vehicle a short time later. The Victim reportedly drove into a gas station at the 7000 block of Delta when suddenly her husband / Suspect drove into the service station and exited his vehicle removing their 2 year-old son from the seat. At that point the husband threatened the Victim stating he would harm her & their son if she did not get into his vehicle. Fearing for her safety & the safety of her son, the Victim then entered his vehicle.
The Victim’s mother reported her daughter & grandson missing a few days later on 05-08-09. The Victim stated she and her son were taken to an unknown residence in Juarez, Mexico where they remained until 05-09-09. Information received indicates while at the residence in Juarez, the Victim was once again assaulted by her husband. The Victim managed to get into contact with her mother by cell phone who traveled to Juarez & retrieved her daughter & grandson (details still unknown).
On 05-10-09 at 9:30 AM, Deputies received a tip the Suspect / Husband was back in El Paso, TX. Upper Valley Deputies with an arrest warrant in hand went to a residence in the 200 block of Vista Bonita El Paso, TX in an attempt to located the suspect / husband. Deputies located the Suspect in the residence where he surrendered to Deputies without incident. The Victim’s vehicle was retrieved by family members, it was still parked at the Chevron service station.
The Suspect / Husband was identified as FERNANDO LOPEZ JR.(25) of the 200 block of Vista Bonita El Paso, TX. Lopez was booked and remains at the El Paso County Detention Facility.

LOPEZ-GOMEZ is wanted for the OFFENSES of:
NOVEMBER 2007- LOPEZ-GOMEZ who at the time was the Director for Loga Transport Inc. intentionally & deceitfully hired an Insurance Agency for coverage on a fleet of vehicles belonging to the company. The company was in the business of transporting merchandise to various locations via tractor trailers (semi-trucks). LOPEZ-GOMEZ delivered two checks to the insurance company for the amounts of $5,206 and $3,588. The checks were later returned by the bank stating non-sufficient funds. A review of bank records show that there were not sufficient funds in the account when the checks were issued. The insurance company made several attempts to contact LOPEZ- GOMEZ requesting payment for the insurance coverage but could not locate her. Charges have since been filed against LOPEZ-GOMEZ as she continues to elude law enforcement.
Authorities have made several attempts to locate LOPEZ-GOMEZ but cannot find her and is now asking for help from the community.
LOPEZ-GOMEZ knows she is wanted & may be hiding with someone in our area as she continues to elude capture. LOPEZ-GOMEZ is the 3rd female ever to be featured on MANHUNT MONDAY.

Arrested after trespassing on old magic landing park grounds

EAST EL PASO COUNTY, TX - Over the weekend, late Friday night 05-08-09, at 11:20 PM, Sheriff’s Deputies were dispatched to the old Magic Landing located at 11090 Gateway East El Paso, TX in reference to criminal trespass call in progress.
Deputies arrived and began an inner perimeter search of the park where Deputies located 8 subjects inside the park (3 males / 5 females). Magic Landing is a private property that is surrounded by a fence and several signs posted "No Trespassing". Since April 2008, there have been several incidents at the old Magic Landing property which have resulted in close to $1,000,000 in damage due to Arson, Criminal Mischief, Graffiti & other various crimes.
In the past, property owners have advised Sheriff's Officials they will prosecute anyone caught on their properties without their consent.

Mission valley officers & supervisor catch burglar walking away from scene with property

Arrested 1: Jesus Adrian Velasquez, 17 years of age, 900 block of Saint Vrain, El Paso, TX
EL PASO, TEXAS – A burglar is stopped and arrested by a police supervisor as he walks away from the scene of a business burglary early Saturday. Mission Valley Officers were investigating a burglary of the Torres Mechanic Shop located at 7661 N. Loop just before 4:00 am. The investigation revealed that Jesus Adrian Velasquez and others entered the business by driving a Chevy Tahoe into the bay doors to gain entry. While inside the business several vehicles were damaged and numerous items were taken from the business. Enroute to assist officers at the Torres Mechanic Shop a Mission Valley supervisor catches Velasquez as he is walking away from the business with property from the business in his possession. The investigation leads to Velasquez being placed under arrest and charged with Burglary of a Business and Criminal Mischief. He was booked into the El Paso County Jail on $5,000.00 bond. Man arrested after stealing a trailer

Location: 11800 Alameda
Vehicle: 2006 flatbed utility trailer (RECOVERED)
Arrested: Hector Martinez, 37 years of age, 300 block of Jensen & 8200 block of Troy,
El Paso, TX
EL PASO, TEXAS – Officers from the Auto Theft Task Force took information on a flatbed trailer that had been stolen Friday afternoon. Investigators arrived at 12000 block of Paseo Nuevo where the theft had just occurred and began their investigation. Investigators located the stolen flatbed minutes later in a vacant lot located at 11800 Alameda. Investigators were able to determine that Hector Martinez was the individual responsible for stealing the trailer from 12000 block of Paseo Nuevo. A warrant was obtained for Martinez and he was placed under arrest later in the evening on Friday, May 8, 2009. He was booked into the El Paso County Jail on Theft charges and a bond of $10,000.00. Mugs are not available as this is an ongoing investigation.

Vehicle #2: White 2008 Crown Victoria (marked police unit)
Driver #2: Officer Heraclio Herrera, Pebble Hills Regional Command
– 5 year veteran police officer (injured)
EL PASO, TEXAS – An elderly man and El Paso Police officer are injured in a collision. The Special Traffic Investigations Unit (STI) responded to Joe Battle and Pellicano to assist Pebble Hills Patrol with a serious traffic collision. The preliminary report revealed 73-year old Alberto Carrasco drove a 1991 Chevrolet S-10 pickup south on US Joe Battle at 4:55 pm, Friday. As Carrasco entered the intersection of Joe Battle and Pellicano, Officer Heraclio Herrera was operating a 2008 From Crown Victoria west bound on Pellicano entering the intersection with Joe Battle with emergency equipment activated (lights and siren). The front of the patrol car struck the left side of the Chevrolet truck. The investigation revealed that Carrasco entered the intersection against a red light. Carrasco was transported to R.E. Thomason Hospital with hip / rib pain and a laceration to his forehead. He remains there in serious but stable condition. Officer Herrera was transported to R.E. Thomason and treated for chest pain and later released. It is unknown at this time if speed is a contributing factor.

Man arrested for dwi after 2 previous convictions

Location: 400 N. Raynor
Arrested: Hector Campos, 34 years of age, 8600 Adriana, El Paso, TX
Vehicle: 1996 Ford
EL PASO, TEXAS – A late night traffic stop in central area results in an El Paso man being charged with DWI after two previous convictions. Just before midnight Saturday evening a Central Patrol unit made Traffic Unit when they observed Hector Campos make an improper left turn. The investigation revealed that Campos, the lone occupant and operator of the vehicle was intoxicated and was arrested for DWI. A check on Campos’ driving history revealed that he had previous convictions in 1999 and 2001 for DWI. Campos was booked into the El Paso County Jail on charges of DWI (Felony).
