This is the play-by-play: The Central Business Association (CBA) wanted to work with City Hall to draft a resolution. They contacted Rep. Cobos, who turned around and wrote to the Economic Development Associate Director, Kristi Borden. She then followed Cobos' instruction and wrote Mayoral Executive Assistant, Laura Uribarri. Apparently this wasn't Uribarri's assigned policy area, so she forwarded the e-mail to former Economic Development employee turned Mayoral Executive Assistant, Adrian Ocegueda. He promptly put the reins on Borden, not even allowing her to continue direct communication with CBA Executive Director, Mike Breitinger.
Borden then wrote for assistance from Cobos. Borden had been asked by the CBA to have the resolution ready for the July 8 Council meeting.
On July 1 Cobos wrote to Ocegueda, "There is no need to rush on this resolution."

Anthony and Laura,below is a copy of a resolution redlined by legal. the resolution was requested by the central business association for their coordinated government initiative. they would like all participating entities (city, county, episd, epcc, dmd) to issue joint resolutions in support of the initiative the 1st week of july (july 8th for the city). rep. cobos will be briefing the mayor and I will get you a clean copy tomorrow, but wanted to send this as soon as possible for reference.
